OK, so now I have the plates and it is almost legal. Still needs an inspection sticker, but that will come soon.
Needed to get exhaust done. Took the shop a bit longer than expected. Typical for the Vanagon, once you get a bit done, something else needs attention. When the exhaust shop started taking off the system, they found that the pieces on there were a 12 gauge Stainless that had flashed over time. The muffler and the catalytic converter were toast, but the rest of the system was better (and would last longer) than what they had planned (14 ga aluminized steel) on putting on it! Have to love the honesty of a good shop.
HOWEVER, when removing the headpipes to replace the blown out gaskets the studs came out of the heads. Needed to helicoil most of them, and now its tight and quiet. Also removed the cat converter. No need for that expense on a motor that will probably blow up by next summer.
400 bucks later its done.
